Universiti Malaysia Sarawak: the e-Bario. For helping in reducing
the digital divide through the establishment of a computer laboratory and a
telecentre in a rural community in Sarawak. The computer laboratory is utilized
by students while the telecentre provides access to education, e-government
services, e-commerce, health, tele-medicine and personal communication.
Department
of Health and Community Services, Northern Territory Government: Messaging
Architecture for the Retrieval of Versatile Information and News (MARVIN). A computer program,
created through government, industry and community partnership, which features
three-dimensional characters that resemble community leaders speaking their own
language to provide training, education, and access to government information.

Andhra Pradesh, India: e-Procurement
Project. A concrete example for the implementation of the Indian IT Act
of 2000, which recognizes electronic transactions as legal procurement
processes. Among the objectives of the e-Procurement Project are efficiency,
standardization, economy, equity, and transparency.

Austria:
the e-Law Project. An electronic law processing scheme aimed at reforming
legal text production. It utilizes the Internet from time of drafting to
promulgation. Authentic electronic publication of laws is available on the Internet
for everybody and is free of charge.
Chile:
ChileCompra, the Chilean Government E-Procurement System. An IT-based
system which is oriented towards informing concerned citizens and stakeholders
about the purchases and hirings of the public sector. It also aims to make
services more efficient for the private companies through electronic
transactions.
Morocco:
the Fez e-Government Project. A project implemented
to initiate the use of information and communication technology (ICT) in the
delivery of services at the municipal level.
Switzerland:
e-Government Project (e-Voting). A pilot
project on e-Voting which utilized mobile phones and Internet in the practice
of political rights. Implemented by the Statistical Office Canton Zurich, the
e-Voting project is considered successful and productive.
Egypt: Telecom Egypt. For its transformation from an inefficient to a very efficient government-regulated organization.
Nanning, China: Joint Emergency Response System. For integrating all of the formerly separate social emergency management services into a comprehensive integrated command and control system through internet technology.
Wuhu City, Anhui Province, China: Internet-Mediated Interactions Between Government and Citizens. For the efforts of Wuhu City in providing an effective bridge between the government and the people through internet technology, without the hassle of face-to face interaction but with quality that is not compromised.
