Singapore: Progress Package. A six-scheme initiative aimed at benefiting all Singaporeans through surplus sharing. Specific aims of the Progress Package are helping adult Singaporeans, bonus scheme for low-wage Singaporeans aged 40 and above, help low-income households with living expenses, retirement and healthcare for the elderly, financial support for students from low-income families (through purchase of educational equipment like computers and reading materials), and bonus for Singaporeans who have been in national service for 40 years.

Nebraska: Whirling Thunder Wellness Program. For combating diabetes and substance abuse by raising community awareness, administering primary and secondary prevention services, and encouraging healthy lifestyles that are consistent with traditional practices.

Nanning, China: Joint Emergency Response System. For integrating all of the formerly separate social emergency management services into a comprehensive integrated command and control system through internet technology.

Alaska: Kake Circle Peacemaking. For the efforts of the Tribe of Kake in establishing the Healing Heart Council and Circle Peacemaking; thus, preventing alcohol abuse among youth resulting in the prevention of adult alcoholism.

South Africa: Phelophepa Health Care Train. For its efforts to bring social and health services to the rural parts of South Africa through a mobile train equipped with health facilities.

Sobral, Brazil: Four-Leaf Clover Program. For its efforts in reorganizing and improving the quality of care given to infants and guaranteeing that women have the support they need from pregnancy throughout the child’s first year of life.

Recife, Brazil: PSA Environmental Health Program. For addressing health problems and issues through the preventive way of cleaning the environment and engaging the national and local levels of government.

South Africa: Northern Cape Household Sanitation Programme. For its inter-agency approach to improving sanitation at the household level and promoting hygiene education among the households of the Northern Cape Province, South Africa.

South Africa: Kgalagadi Household Sanitation Programme. For its participatory and community-based approach to promoting proper sanitation and hygiene in the Kgalagadi District Municipality.

South Africa: Durban Sewage Disposal Education Program. For the efforts of the Durban Metro Water Services to address sewage pollution by teaching communities about how sewerage systems work, and the idea that an improved quality of services should be twinned with responsibilities of consumers.
