City, Philippines. For the cooperation of the city government, a non-government
organization, and the city’s multi-sectoral council towards an AIDS-free
Zamboanga City and for the city government’s efforts to attain the Millennium
Development Goals (MDGs) through its programs on health, gender equality, education,
and environmental protection.
Ahmedabad, India: Ahmedabad Slum
Networking Programme. An infrastructure and service provision programme,
made possible through a partnership between Ahmedabad Municipal Corporation
(AMC), non-government organizations (NGOs) and communities, to help improve the
livelihoods of people living and working in the Ahmedabad slum area.
Madrid,
Spain: Parla Citizen’s Forum. An integration of all social sectors
in Parla, including the residents of Parla, towards the revision of the General
Urban Planning Plan of 1997 (GUPP). The Forum resulted in the transformation of
Parla from a dormitory city into a real city.

Belo Horizonte, Brazil:
Rede Jovem de Cidadania (Youth Citizenship Network). Established by
a non-government organization (NGO), with the support of public and private
sectors, to support the youth. The RJC uses media and technology to support
low-income people of Belo Horizonte. Through the network, information
dissemination and sharing of ideas across communities were made possible.

Sobral, Brazil: Four-Leaf Clover Program. For its efforts in reorganizing and improving the quality of care given to infants and guaranteeing that women have the support they need from pregnancy throughout the child’s first year of life.
