EROPA Program Development Fund

The concept of a Program Development Fund was approved by the Executive Council during its meeting in Hong Kong in October 2000. Funded from a $30,000 donation from the Philippine Civil Service Commission in 1999, the Fund is intended to be used for expanding the knowledge and database of EROPA so that it may contribute to a better understanding of public administration in the region. The idea is to share resources, programs and data so that the bigger picture within the region can be presented as snapshots for specific periods of time.

Envisioned here are collaborative research, training and publication activities, where member countries may participate. Among the issues envisioned for examination are:

  1. Development of a generic module for training in the area of Power, Ethics and Accountability;
  2. Case studies on government restructuring/reorganization focusing on factors for success/failure;
  3. Development of a region-wide training and certification system for human resource management officers;
  4. Documentation of replicable ICT best practices in governments within the region;
  5. Revising the concept of bureaucracy: security of tenure, hierarchical organizations, centralized command and control, process orientation, etc.;
  6. The future of E-government;
  7. Annual updates on the state of the bureaucracy in the region;
  8. Documentation of privatization efforts in the region focusing on factors for success and failure;
  9. Documentation of decentralization efforts in the region focusing on factors for success and failure;
  10. Alternative Systems for Service Delivery: Country Studies.

EROPA Educational Development Fund

An EROPA Education / Development fund was established in 1984 when Mr. Edward McIntosh donated US$20,000. From the proceeds of the fund, EROPA finances scholarships, research projects, seminars/ workshops and other seminar undertakings.

EROPA is exerting every effort to get other donations to build up the Educational/ Development Fund. An Investment and Award Committee was created to determine the amount for the award available each fiscal year. The awards are reserved for citizens/nationals of EROPA member states or for staff members of institutional/group members in the Asia Pacific region.
