The EROPA Training Center
The EROPA Training Center is housed at the Indian Institute of
Public Administration (IIPA) in New Delhi, India. The Center aims to promote
the study of public administration and economic and political science with
reference to public administration and the machinery of government
and undertake, organize and facilitate training programs, seminars, workshops,
conferences and lectures, as well as research in public administration.
As one of the Regional Training Centers of EROPA, the IIPA
conducts training programs in various aspects of Public Administration like
personnel administration, fiscal administration, public policy, capacity
building, local government and decentralization, among others. Apart from
training, the Center also engages in research undertakings, consultancy
activities, and information exchange.
The EROPA Training Center is
well equipped for promoting a critical understanding of the
dynamics of interaction between public administration and the social,
political and economic environment within which it functions.

The main strengths of the Center are:

Activities
The
activities of the Center are organized under four categories in related
programs: training, research, consultancy and information exchange.
Training
Training in public administration is one of the primary concerns of the
Center. The training programs conducted by the Center fall into two
broad categories: programs sponsored by the Department of Personnel and
Training of the Government of India and various other Government
Departments/Public Sector undertakings, etc., and the fee-based
programs organized by the Center on its own.
The training activities consist of a nine-month Advanced Professional
Program in Public Administration (APPA) and served short term courses
for senior Government Executives, having the character of in-service
training.
Research
Research has been one of the major activities
of the Center. The research program has been gradually extended to
newer fields such as Policy Analysis and Development, Family Planning,
Rural Development, Social Services, Political Dimensions of the Role of
Multinational Corporations in India, Judicial Policy Formulation in
India, etc. More attention is paid to the problem solving and action
oriented research. The Center's empirical studies on Organizational
Behavior, Personnel Management, Financial Management, Management of
Public Enterprises, Public Policy and Planning, Rural and Urban
Administration, etc. have gained wide appreciation.
Consultancy
The Center has been sustaining consultancy activity since its inception
by associating training programs with it for the purpose of enabling
local staff to implement the findings arising out of the
recommendations. This experience has further enriched and strengthened
the usefulness of the training programs conducted by the Center. Some

Library
To provide information support and library services to the planners,
policy makers, legislators, executives, researchers, academic
personnel, trainers, etc., a need is increasingly being felt to
establish a National Research Center in Public Administration at IIPA.
The Center's library fulfills this need as it has an extensive and
modern collection of about 1, 067, 278 books and 501 periodicals from
all over the world. With the funds made available to the Center by the
Government of India, it has been possible to bring about
computerization and automation of the library services.
Conferences, Seminars and Workshops
The Center conducts conferences, seminars, workshops on current topical themes and policy issues.
